A little like that...
The pigs are the Leaders and Buisnessmen (as shown by their position on the top and their suits.) The Dogs are the Militia (as shown by their position directly below the pigs and their guns.) The Sheep are the blind followers (as shown by their posostion on the bottomn and their lack of clothes.) This piece of art also I believe shows the irony of the situation remaining similar to Feudalism, with the Pigs as the nobles and king, the dogs as the knights, and the sheep as the peasents.
